🔍 How often do users change their tote preference with @veDelegate?
Ever wondered how dynamic the veDelegate voter base really is? I crunched the numbers from 7,863 wallets in Round 46 to uncover just how often users shift their vote preferences. From shadow voters quietly influencing outcomes to a looming shake-up from veDelegate’s allocation changes, this report dives deep into the evolving behavior of one of the ecosystem’s most influential voting services.
Whether you’re a dApp builder, a voter, or just a curious observer, this breakdown reveals who’s voting, who’s not, and what it all means for the future of decentralized governance.
Let’s get into the data 👇
🗳️ Vote change trends
Note: the ~2000 LETSTOP wallets voting equally amongst dApps are excluded. The VeB3TR pool is also excluded from the selection.
- 5,834 wallets analyzed (~34.55M VOT3s).
- Average vote change date: March 7, 2025.
- 57.3% of VOT3s (19.78M) changed votes after March 7th.
- 32.6% of VOT3s (11.26M) changed votes before March 7th.
- Note: ~8M of these VOT3s are held by 50 wallets
- 10.1% of VOT3s (3.5M) had no clear vote change date.
Here’s a graph visualizing the voter change date (VOT3 count excluded)
💬 Key takeaways
Most voting power (~57%) has been reshuffled in the last ~2 months, showing active voter realignment. The majority of the voting power of those who have not updated their voting preference after March 7th is held by 50 different wallets that might not have a reason to change.
veDelegate accounts for ~40% of all voting weight in any given round, meaning at worst 10-20% of all votes each round come from ‘set-and-forget’ voters.
👤 The “Shadow Voters”
- 1,556 wallets (3.5M VOT3s) had no detectable vote change date.
- 425 wallets (3.2M VOT3s) voted evenly (low-impact).
- 1,131 wallets (300K VOT3s) mostly voted for Mugshot, GreenCart, & Cleanify—likely in-app automated voting setups through veDelegate.
- Only 23 wallets (~negligible VOT3s) voted outside these dApps.
💬 Key takeaways
A small but notable “shadow vote” (~300K VOT3s over 1556 wallets) skews toward Mugshot, GreenCart, & Cleanify, possibly from automated staking setups.
⚠️ Impacts of veDelegate losing allocations
From the recent fair-use proposal, veDelegate no longer receives weekly allocations. An indirect effect of this change is that wallets that do not complete better actions outside veDelegate will possibly have their VePassport invalidated within ~12 weeks. With no valid VePassport, no voting rights.
This can affect the following:
- 4548 wallets (9.45M VOT3s) that have not done a Better Action outside veDelegate since May 1st
- LETSTOP wallets are in the majority with 2274 wallets, but they only make up ~45K VOT3s total
- 167 wallets (2M VOT3s) vote evenly across all dApps
- From the other 2107 wallets (7.4M VOT3s), in descending order, the following dApps are voted on primarily:
- Mugshot (1463 wallets)
- veDelegate (353 wallets)
- Note: veDelegate is no longer receiving allocations after this round
- GreenCart (339 wallets)
- Cleanify (311 wallets)
- ST3PR (109 wallets)
- All other dApps have 77-23 wallets voting for them
💬 Key takeaways
4,548 wallets (holding 9.45M VOT3s) risk losing voting rights within ~12 weeks unless they engage in Better Actions on their main wallet. While LETSTOP wallets are the most numerous, they hold minimal voting power.
The majority of at-risk VOT3s are concentrated in wallets primarily voting for Mugshot, GreenCart, & Cleanify
✅ Summarizing vote change trends
The data reveals a dynamic and evolving voter landscape within veDelegate. While a majority of users actively adjust their votes, a meaningful portion remains passive, either unknowingly (through in-app staking for example), because they are no longer active or are pleased with their choices.
With recent changes to veDelegate’s allocation status, over 4,500 wallets risk losing voting rights due to inactivity outside veDelegate. The dApps most affected by this potential drop in voting power are:
- Mugshot
- GreenCart
- Cleanify
These dApps may see notable changes in votes unless users re-engage through broader ecosystem actions.
🎉 Fun voter stats on dApps
While analyzing veDelegate voter data, I gathered some fun stats among dApp voters. So I ranked them!
📊 How Rankings Work
- These are averages — fun insights, not absolute truths!
- Only actions with sustainability proof are counted in “Better Actions.”
- Rankings are based on the average scores/dates of wallets that voted for each dApp in Round 46.

⁉️ How I gathered the data
Finally, for full transparency, here are the steps I went through to gather the data. Did I mess something up? Did I miss something? Please shout if something is incorrect!
The full report sheet is available publically here: https://docs.google.com/spreadsheets/d/1ZBJEw1T2STyIPXeF45XQTTiUKayEWbgfs7sIsyS4bUc/edit?usp=sharing
- I exported all veDelegate Voters from round 46
- For all of these wallets, I scanned the incoming transactions for the latest transaction with the clause data of ‘0xeb71148c9B3cd57e228c2152d79f6e78F5F1ef9a’ (The veDelegate vote contract). This is the vote change date and the transaction ID (TX)
- I gathered the better actions, latest reward, reward date from the veDelegate account and added those.
- Finally, I appended the owner wallets to the data and its better actions, latest reward and the dApps it has gotten rewards from (sustainability proofs only)
- From there it’s all Google Sheets analytics.
🔍 Closing thoughts
This deep dive into veDelegate voter behavior paints a vivid picture of a community in motion. The majority of voting power is actively shifting, with over half of all VOT3s holders changing vote preference in just the last two months. This suggests a highly engaged user base from veDelegate.
However, the presence of “shadow voters” and the looming impact of veDelegate’s loss of allocations raise important questions about the future of voter participation. With over 4,500 wallets at risk of losing voting rights due to inactivity outside veDelegate, we may soon see a significant redistribution of influence across the ecosystem.
The data also highlights stark contrasts between dApps—some with highly active, high-weight voters, and others with loyal but less engaged communities. These differences could shape the next few rounds in unexpected ways.
🧠 Open questions for discussion
- How can dApps encourage more consistent engagement beyond veDelegate to protect their voter base?
- Should the ecosystem introduce nudges or alerts for wallets at risk of losing voting rights?
- What role should automation play in voting—does it empower users or dilute intentional participation?
- How might the removal of veDelegate allocations reshape the balance of power among dApps?
- Let’s keep the conversation going. What trends are you seeing in your own data? What surprised you most from this analysis?
